You need a updated copy of Vista, updated to the 2017 EOS, which is hard to achieve. But if you want to easily update Vista to the 2017 EOS, x has what you need

I have Windows Server 2012 R1 (Basically 8.0) on my laptop, so I could test a DirectX 12 game. I don't know of any that are free and small though
