The reason is because this issue has been reported in previous versions of Windows as well, sometimes the cause being a virus. As for Windows 10, I've read people have started to see this happen for a variety of reasons that do not seem to be related. A lot of people say their computer had installed a Windows Update then this happened but it was not the only action people say have happened. Can you post here the things you've tried already?

It does appear to be a downgrade. The PII has more L2 cache than the Celeron.
