Rebooting has no effect yet pulling the PC power fixes it? That is uncommon in my experience, and could indicate bad NIC(s). Has the office had power supply issues recently? Check the DHCP server logs. Try swapping in a known-good switch/hub.

Good suggestion, but I've never heard 5x5 used outside a military environment. Would it be used on TV? Perhaps more context of the scene would help us here.
