Here is the problem. I can't find any "splash.asp" page in wayback machine (they're in arabic)

Yes, the splash.asp?page=3 is missing, which shows the start page of WU. There are probably more missing.

Are the other splash.asp pages in the folder?

With the wayback machine downloader, you can download all Windows Update V4 in every language, with all files using this in cmd with ruby:

gem wayback_machine_downloader http://v4.windowsupdate.microsoft.com

Then restore the website

This is just an idea, so, what do u think of that? :D

I already know about ruby, but some languages like Japan, Russian, Indonesia, and others were available in the wayback machine but wayback machine downloader was not downloading it :}

IE indicates that the redirect.js cannot be accessed. Possibly this is the problem?
