Archived localization begins with: ftp://ftp.rarlab.com/rar/wrar393nl.exe
Non localized version 3.93: ftp://ftp.rarlab.com/rar/wrar393.exe
Non localized version 3.8: ftp://ftp.rarlab.com/rar/wrar380.exe

Perhaps someone can compare the language resources of the first two and apply the differences to the third to create an unofficial wrar380nl.exe. V 3.80 is also the last for Win98, but WinME might run up through 4.01. Perhaps v3.93 or later can be hexed to run on Win9x.

Edit: v3.93 seems to be working well in Win98se without any help from KernelEx. DW had no complaints, not even a warning. It still needs to be tested in Win95.

Yes and no, meaning that - for whatever reasons - that is the first localized version that survived, a NL 3.80 version actually existed:

https://web.archive.org/web/20090228151900/http://www.winrar.nl/

https://web.archive.org/web/20081216004617/http://www.rarlab.com/download.htm

And, as Trip stated the Wayback Machine didn't archive the file.

I wonder if plainly asking winrar.nl via info@winrar.nl for a copy wouldn't be feasible.

... And if anyone's in need of it, the Greek installer for WinRar 3.80 (x86): wrar380el.exe

(originally saved in this old Vista laptop on June 3rd 2009 :P ; however, its modification timestamp dates to Oct 7th 2008:o )

WinRAR 3.93 is the last version with official 98-ME support.

It's been a long time since I visited this issue, but IIRC, the installers for 3.93 and down to somewhere in the 3.7x range (this seems to be very close to what the OP said about 3.80, so all 3.7x builds may work) crash when run under 95. The program itself MAY still work under 95 up to 3.93 IF the unpacking and installation process were done manually, but I never tested this.
