Yeah this was reverted as control center volume mixer does not actually allow to change global sound volume, that's confusing. -
This should be possible with 3.9.6 with StartMenuMonitor=2 registry setting

You sure it's not a charge limit? No. You can disable it via HKCU\Software\StartIsBack\DarkMagic FadeDisabled = (DWORD)0
