I've never experienced this. Please elaborate. opening the Explorer results in this: Every icon in the Explorer pops up with 1s delay. The Explorer in unusable slow. -

no, it depends on the internals structure of the MSU/CAB file. If they don't check for server it may work. Lets wait 3 years to see this.

the high disk usage comes from Avast. Remove it and try a different AV suite.

Windows also stores data about Tasks here: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Schedule\TaskCache\Tasks remove the key also.
