Same for me, probably needs to make sure whether the portable flags are on.

some versions use --disable-encryption-win
Dave, be on your guard with that "Thorium". Recently, there was a scandal with the author of "Thorium," something involving child abuse, and the files were inside that browser. The author had to acknowledge and came out with with a confession, all that after numerous attempts of denying it. I shan't post links, I don't want to get MSFN involved in that drama. And who knows what else is stuffed in that browser! All is easily googleable.
GPUZ Latest Release Not Loading Win 7
I can confirm the same error on Win7 64-bit.

Then he wrote about "could use it for 2K, XP", not a word about 9x. Of course he could use it with XP, 2K!

Wow! Think thrice before helping someone.
People reported success by re-registering these dlls:
softpub.dll, wintrust.dll, initpki.dll, dssenh.dll, rsaenh.dll, gpkcsp.dll, sccbase.dll, slbcsp.dll, mssip32.dll, cryptdlg.dll
And reboot, of course, to apply changes.
