In the Steam folder (C:\Program Files (x86)\Steam), create a Steam.cfg file with the text: BootStrapperInhibitAll=Enable, set the attribute "Read Only". Disable Steam's autorun. I don't think they updated CEF beyond 109 yet, so it should still work on W7 as well. PS: Autoupdate still works on beta builds in 8.1.
