For me, WebGL is "Software only".
Is this normal for WinXP, or can "hardware acceleration" also be activated?

Yes, that is normal.  There is no such thing as "hardware acceleration" in XP.

And as far as that goes, I personally DISABLE "hardware acceleration" in my Win10 installs also.
My browser RAM and CPU is BETTER without using HA.
Though multi-monitor systems do "benefit" SLIGHTLY in some graphics "lag" by enabling HA.
But if your job function requires screencaps from video presentations delivered via browser, then you must disable HA in order to screencap from those video presentations.
"Hardware acceleration" SOUNDS like a neat and novel idea, but I've only had ISSUES every time I've tried it in both Win7 and Win10.
And every browser support web site you ever seek advice from, one of the first three answers will always be "did you disable hardware acceleration".

It's assumed that the browser supports CSS revert keyword. This problem alone can be worked-around by the following user style (using eg. Stylus extension):

Well, no problem. I have tried rebuild 8 and this works very well. I understand that all versions from Rebuild 7 are Ram-Friendly right?
I have tried it in Intel Atom Notebook 2010 Year with 1 Gib Ram and in Pentium IV with 2 Gib Ram, now this work very well.
At this time I do not find links to download any version. links are down?

I don't use the XP luna theme because I don't like it I prefer this Steve Jobs called visual theme.

this icon only shows off on the MSFN link, it's not displayed on any of the other tabs

when I tap on the icon it takes me to www.google.com on a new tab

Does it also show in Incognito Mode?

Can you see any DNS traffic outside of MSFN when that icon displays?

I don't get that icon in 360Chrome v13.5 on XP and I don't get any new icons in Marmaduke Ungoogled v113 on Win10.

I suspect your skin has some embedded telemetry "trying" to get out and an unrelated telemetry removal is redirecting to www.google.com.

Yes it does show in incognito mode.

I can't remember ever seeing it before so the skin has nothing to do.

I have 30 open tabs and the MSFN ones are the only ones affected

I restarded the browser and the F icon is gone. 

it's a mistery as to why only MSFN tabs were affected
