This may be caused by the deskband you have. Try turning that off and seeing if it doesn't happen. I've seen all sorts of weird things like this from deskbands.

After this, grab the top edge of the taskbar with the mouse cursor and the left button and drag it up to the required number of rows. I have three rows. After that, you can turn on "Pin the taskbar" again. 1
