You mean the "Task Bar"? Right-Click the task bar and select properties. You will see a tab "Taskbar". There is a small box to the left of the option "auto-hide the taskbar". Remove the checkmark and click okay. You may also tick the option "lock the taskbar". At any time you can repeat the navigation to undo the selections. Hope this helps.

To reinstall Windows over Windows without formatting the hard drive, boot into WinXP normally, insert the CD and allow it to autostart or navigate to the setup.exe and run.
