Windows 95/98 replace the logo*.sys, so you'll have an aother Boot- and Shoutdown-logo. It is just a Bmp-file

it depends on a registry tweak if those messages are shown.

you have to disable WFP (windows file protection). otherwise windows will restore the files from DLLcache.

did you apply a pazcher to uxtheme.dll? this is nessecary to use themes which are not from MS

the vb runtimes can be used on non german versions of windows. The german language pack is included in the dotnet-Packs. Extract the setup and remove the language pack and replace it with your language, if it is non english
