You are using Windows 2000?

And, @WinFX, I can't restore Windows Update v3 for other systems than 2000. In Fiddler, I don't have any requests to a .plt file or a .cab file.

I tried with a nt4 .cab file, and it gets further and installs the activex control, but it gets stuck at ident.cab.

Try with this controls: https://drive.google.com/file/d/1dSiMExp0Wh4pgD-e6IHwmSJyhzx313F5/view?usp=sharing

There are the actsetup.cab for Windows 2000, 98 and ME. Use the 98 one for Windows 95 and NT 4.0. And fiddler shows OSDET?

With this folder, do you have any updates in Windows 2000?

No, only the critical update together with MSN Messenger 2.2

@WinFX My Windows 95 installation requests ident.cab, is that required as well?

Use the command that I leave you below, it will help you a lot with the lack of files as well as in the trial and error tests of searching for updates:

All 404 files except wutrack.bin are essential
