@WULover I am stuck at where it checks for updates. It gets stuck there, because there is a file called actsetup.cab that doesn't exist and it isn't archived, how did you get it?

And, @WinFX, I can't restore Windows Update v3 for other systems than 2000. In Fiddler, I don't have any requests to a .plt file or a .cab file.

I am trying on 95.

I tried with a nt4 .cab file, and it gets further and installs the activex control, but it gets stuck at ident.cab.

I am also having an issue where the hosts file entry is not working. When I go to windowsupdate.microsoft.com it goes to fe2.update.microsoft.com.

There are the actsetup.cab for Windows 2000, 98 and ME. Use the 98 one for Windows 95 and NT 4.0. And fiddler shows OSDET?

Use the command that I leave you below, it will help you a lot with the lack of files as well as in the trial and error tests of searching for updates:

All 404 files except wutrack.bin are essential
