U can use WinPE to load hiv (when u are getting "Access Denied".) AND U can also use Vista Bootable DVD. I m using 2nd Solution. boot with vista dvd and go for repair option click on Command prompt and type regedit (this is vista regeditor and independent) u can use load hive option n perform to change the value .

I think u don't need to reinstall. I m using P4 Dual core any many times i have switched dualcore to single or its opp.

U have made wrong solution. In ur custom Disc check SETUPP.INI and make sure last three characters.

check SETUPP.INI in XPCD, it looks like this make sure last three characters are OEM if not change these(yyy) to OEM and try
