If it halts at T-12, then svcpack.inf is not at fault as its already finished (See http://unattended.msfn.org/xp/timeline.htm) You can see its cmdlines.txt Check that you haven't used pause in any of your batch scripts in combination with cmdow, because a batch is probably paused and minimized by cmdow - hence you can't see it.

You need to remove your old IE cumulative updates, you only need the latest one. As they are 'cumulative'. Q824145 is one example of an old cumulative update, so you'll have to re-do your svcpack.inf list.

If you're talking about putting the copy command directly into RunOnceEx.cmd it should work without a problem, but if you're wanting to put it in one of the registry entries, then it should start with a cmd.exe /c
