KB950749 and KB932823-v3 are not for SP3. It's for SP2 only. Here, there are a list of post SP3 patchs

You can keep the old version. It works even if SP3 is installed.

IE7 is installed ? I have similar problem with Windows XP PC with IE7 installed: local lan are reported "Internet area". No problem with Windows XP and IE6.

Have you try with a CD ? Contact IBM support if it doesn't work also with CD (bios update, ...)
