when you boot vista there is Repair option in bottom left then choose command promt (if you use Vista Lite or something similar may don't have repair feature.. )

you have windows fully replaced Language files, your windows does'nt use MUI it's language is Herbew, i don't think is there way to set lang to english i don't think that English MUI exists
