  24. there's always multiple ways to do this. the easier would be to open your command prompt and type "edit.com" without quotes. once in the program type your foreign characters like á, é, í or ö, û. finally save the file and re-open it with notepad. you'll see the characters have changed into their DOS format. this trick has been posted before so a bit of searching should help
