The issue is now with me, also. I tried older chrome, all the same. Looooooooooooooooooooooooooooooong saving.

BTW, I had encountered 403 error with embedded links for the first time. All started acting up recently.

Another standalone, but most probably related issue to report. 

I sometimes get spacer.png instead of embedded or attached pictures, the same as D.Draker already reported, but for me it happens on a rare occasion.

Can't post cmd. exe. Without the space.

Also noticed "forbidden" while posting some netstat today.
