From what you`re saying it seems that the RAM sticks are OK, the issue is with the RAM slots on the mobo.

What BIOS is that? I mean who`s the manufacturer? If it's AWARD BIOS, that sounds like a RAM issue according to this: http://www.computerhope.com/beep.htm#04

What program? Care to elaborate?

Have you tried talking to Microsoft?

Is the driver written for Windows XP?

Set the two services to start up automatically (from the same location you statred them up manually).
