could have been better rendered as:

This update fixes a number of possible errors in the procedure of upgrading a currently running Windows 7 SP1 to Windows 8 or Windows 8.1, there is no need whatever to install this update if you are not updating to Windows 8 or Windows 8.1

and tagged as "Update type: Unneeded for normal functioning of the OS".

I feel slightly insulted actually that Windows Vista didnt get this update . XP got an eol warning update, and now 7 got this. It makes so mad
