Could you please state what build you are using from the Windows Version window. Type winver in the run dialog, and press OK. Also, please state what changes you do. The more specific you are the better we can help.
Yea this is a bunch of crap. Total disrespect for testers. Bigmuscle can't even keep up with the Windows Updates anymore, now he is locking down his testing releases. What a bunch of bull.

you said you could not disable the menu bar. Now you say there is no such thing as a menu bar. How can you not disable something that does not exist. But is does really exist, because I can enable or disable it on my system.
Even though this says it is for Windows 7, it is working in Windows 10. Scroll down to download the registry files.

It also depends on your theme. Try it with the default windows theme, and see if it works. It worked for me with default windows theme, but NOT with my custom theme.
