Being up to date with the latest software is the best solution, since 9x/Me is no longer updated you're more at risk and also miss out on browsers like IE7, Firefox 3, Opera 9.6 and others that have more updated web compliance.

The frontpage software used is no longer updated so the bridge between the frontpage portal and the forums doesn't fully function; as such, comments owner names are often lost.

I agree with spacesurfer. Use CCleaner to remove junk data. Also have your son uninstall old games and other things he no longer needs. Defragmenting will also help and you may want to use a registry defrag utility such as Auslogics one.
Not impressed with their antivirus so far. They're making a Internet Security Suite and also a registry cleaner. The cleaner seems to do a pretty good job.
