I have mine set to Classic View for when I actually open it up.

Most of the time though, the Control Panel is expanded from my start menu, with only the entries that I can't find elsewhere on my system. For example, I don't have the display properties in the control panel, since I can access them by right-clicking on the desktop.

I use classic view and have the "common tasks" in folder options turned off. I've never tried using the expanding control panel in the start menu, can someone post the reg tweak for that?

It's right in the classic Start Menu options

Start->Settings->taskbar and Start Menu->Start Menu->Customize

Check mark beside "Expand Control Panel".

Regtweaks... some people try too hard... :P
