Usually IE 8 works in every XP system. If not, your Windows XP installation is faulty. Restoring access to MU needs updates relating to IE 8. Maybe the WSUS server method works, but I don't think so. No. In Windows 2000 it only works with the extended kernel because Tls 1.2 is required. So you need to upgrade to Internet Explorer 8 and install the necessary updates.
