Usually IE 8 works in every XP system. If not, your Windows XP installation is faulty. Restoring access to MU needs updates relating to IE 8. Maybe the WSUS server method works, but I don't think so. Reinstall XP and use an offline update pack. Then restore MU and let it look for missing updates.

No. In Windows 2000 it only works with the extended kernel because Tls 1.2 is required. So you need to upgrade to Internet Explorer 8 and install the necessary updates.
