For AVG, there is a remover tool, where possible remnants can still be removed. Then I would let Malwarebytes Anti-Malware v2.2 and AdwCleaner scan times, to be sure that no unwanted software is present. Are all official updates installed correctly and are POSReady 2009 updates installed? Windows XP sp3 or older sp?

This problem I absolutely can not reproduce. I need more details, for example, how you run the Microsoft Security Essentials Definition Updater V1.5, whether or not there is a faulty Windows XP installation, or any optimization software that has a faulty setting on Windows. Based on your information it is impossible to diagnose a possible source of error.

The tapicust.dll contained in KB982316 is only needed when the patch is run and is not copied as a file to the %windir%\system32 and %windir%\system32\dllcache folders. This patch changes the access rights to the "MACHINE\Software\Microsoft\Windows\CurrentVersion\Telephony" registry path.

I have the fun allowed to update a freshly installed Windows XP sp3 (German language edition) via Windows updates. Well, KB982316 was not to be found, although this security update is from Aug 09, 2010!
Because I create for my use update rollups (KB982316 available) and a corresponding list I was also able to find. This security update has been around for almost 7 years. This patch has never been replaced by a more recent patch. Here Microsoft should give a answer! Am appalled!

KB4018556 seems occasionally to cause problems, appears to have been withdrawn for now.
In the context of KB4018556 there seems to be problems with Server 2003 (Technet Forum).

Your language version matches the recommended updates from @dencorso.
It would have been enough to delete the superfluous keys individually and not the whole WPA branch. This can otherwise proper go wrong!

To unzip an update for Windows XP, run the patch with the -x parameter.

When comparing the srv.sys and xpsp4res.dll files in the SP3QFE folder of both updates, there was no difference!
Current in May KB4012598 was replaced by KB4018466 (still additional security gap in SMB)!

A few information about the hardware like processor, memory (size) and chipset would interest me. Otherwise I have at the moment no explanation why httpdl.exe (wget) with this computer does not work. A scan with MBAM and AdwCleaner can not hurt.
Update:
The problem with Microsoft Security Essentials Definition Updater V1.5 @mo832 was solved, apparently there was an incompatibility of WGET Version 1.17.1 its hardware.
