StartIsBack does not take that shortcut. Secondary start menu hotkey (Ctrl-Win) is configurable.

This bug was always the taskbar behaviour. Click taskbar then game.

Redo Menu / PopupItem part images. Please show crash details. You did show Winlogon events list, those are totally different things. Search 'View all problem reports' and find Explorer crashes there.

I told you - download and launch DebugView and capture its output when opening Explorer window. That will not help you, that will help me to identify the issue.
