Yeah, I can't reproduce it. Did you modify Edge somehow? -
StartAllBack hang was reproduced and fixed in version 3.4.4.

There's no solution for removing it, it's hardcoded now. Cmd will be used instead of Powershell if you use DontUsePowerShellOnWinX registry key.
