Have you tried http://127.0.0.1 or http://192.168.0.102? Your Internet address may not work if your router doesn't support local loopback to the LAN. You can ask friends online to check for you. Also check that the Apache service is running in Services.

Think of it as the Command Prompt, except a batch file will automate a series of commands one after another. Play around with commands in the Command Prompt until you get used to it, you can also type HELP for a list of commands, then try out each command with a /? for further info.
There's about 30% performance to be gained from having HT enabled. There are certain apps, such as 7zip which have a multi-threading feature so it makes use of the HT processor to compress faster. I've found HT to cause more trouble than good in my experience. Some applications such as ABC BitTorrent and SoulSeek (and even GTA:VC) have a tendancy to hang/crash, whereas with HT disabled they run perfectly fine.
Did it previously crash the last time you used it? I have this old problem on the AMD machine. If it ever BSODs, it will fail to load up Windows (any version) on the next boot up. The only solution I had was to turn it off completely, then back on. Never managed to find what was causing it though.
