I could see someone doing this with dayglo or blacklight paint but there is no way you are going to apply a genetic mutation with a particle that has no mechanism to transport it into the cell. On top of that, your and your pet's skin is pretty tough stuff really with layers of dead material on top. If you look at the picture on the top left side of the page, mother mouse also has an eye that is 'flourescing'. Gag gift with nothing to show is my guess. You are definately not going to be able to genetically modify your pooch. I take that back.
