March 23, 20206 yr MS support article 2399238 lists the Vista "prerequisite" updates to install before installing IE9: https://support.microsoft.com/en-us/help/2399238/prerequisites-for-installing-internet-explorer-9

June 3, 20206 yr Can you try this: https://web.archive.org/web/20140705033545/http://www.download.windowsupdate.com/msdownload/update/v3/static/trustedr/en/rootsupd.exe I believe it should still work in 2020 but I haven't had the chance to test it myself yet. Basically it seems that Microsoft removed their download link for the root certificate update program. Open the file as administrator and then close your browser and try again.
