Werewolf Posted July 27, 2017 Posted July 27, 2017 The majority of earlier pre-release builds of Windows Vista use NTLDR. I do not recall the specific build number off-hand, but I believe the Windows Boot Manager was introduced in late Beta 1 or early Beta 2.
