I found a reference that suggests build 4015 uses NTLDR. Over at BetaArchive I think.

Maybe that info will help you find what you're looking for?

The majority of earlier pre-release builds of Windows Vista use NTLDR. I do not recall the specific build number off-hand, but I believe the Windows Boot Manager was introduced in late Beta 1 or early Beta 2.
