Keep getting website uses cookies

Just started yesterday, when I am on your forum site, I get a pop at bottom of screen, even though I click it will come back.

A lot of websites just did a cya and made the notification enabled for everyone. I believe it is something the forum software does automatically.

No, the forum software doesn't do it. I believe it's a WordPress plugin doing that. Honestly, it's pointless. The EU is also getting rid of that law last I read.
