The client always has a say about it, but in a lot of cases it is easier to just set it to get an address automatically.

Usually, the only times I will set a static IP is if the DHCP is having a problem, outside of any advanced firewall rules. You determine what the IP Range that is used in the DHCP Scope is, then you set an address outside of it so to not cause a conflict.

There are also some setups where DHCP is not used at all, and all interfaces have a static IP. Neither are wrong, it just depends on the design of the network.
