Win-98 codec to play certain .avi (m-jpg) files?

There are some .avi (mjpg or motion-jpg) files that mplayerclassic, vlc, and wmp will play on my win-98 system, and there are others that only vlc will play.  For the latter, when handed to wmp (v 9) they're treated as audio-only files.  When handed to mpc, I get this:

I'm pretty sure I've installed at least one codec package in the past, and have just tried to run this file just now:  ffdshow_rev4532_20140717_clsid.exe but it won't run (complains about windows version, regardless how I set kex property) and it's a package I can't unpack manually.

Is there a no nonsense codec package for win-98/kex that will give mpc and wmp the same ability as vlc to play this particular file?
