If you have got fcc number on the other side of the board, you can get even more details by searching it.

The drivers of the chipset that darph linked will work, but you need the breakout box or the cable clutch to make it work, this is why the 25p connector is there on the back. Just a basic video to MPEG/Motion-JPEG 1/2 coder/decoder.

lol, that didnt help much. but i'm pretty sure it's a tv tuner.

It has no frequency converter part on it so it can’t be a TV-tuner card.

It’s just to code/decode MPEG layer 2 in real-time...
