Try reinstalling RP9. Could be that Win98 shell is stuck in low-bpp icon mode. Drivers or Shell Icon BPP shouldn't matter.

I'm unable to find the source of your problem. It is caused by some 16-bit driver loading before RP or program which has undocumented hacks. Try to narrow it down as well as create drwatson crash log.

Well that's a nice story, but i need at least some details about crashes (module, crashing address). NOTE: tihiy.ahanix.org is now terminated as i abused good pal Ahanix too much. After thorough investigation, we concluded it's a bug in Win98' user subsystem. It's not KernelEx/RP9 related. You can use user.exe/user32.dll from WinMe to fix it.

That sucks. The only way to fix it is by sending me unicode .rc files. Use Notepad on Czech NT(XP) system (or some editor on 9x which handles Unicode) to open extracted (with ResHacker, not Restorator) .rc scripts and save them in Unicode encoding. Also translate shl8.dll plz.
