The manufacturer of my modem (Swann Communication) does not produce drivers for Win 2003 for any of its modems, according to tech support. And no, Win XP drivers do not work on a Win 2003 system, or at least they do not work on my Win 2003 system.

I'd be tempted to blame your hardware manufacturer...
