I have a video card that supports TV-in/out and all the bells and whistles, as well as a broadband (cable) modem. And I still cannot figure out how to do this.

Any help is appreciated.

You need to A Tv tuner card....Many comapnys make them like MSI..they come in a PCi for and you can plug coaxial cable in to watch tv on your computer.

only video card I know of with tv IN is the all in wounder. Other than that all other cards are only TV out.

I have a tv tuner with a vid card tv out. Run coaxial in the tv tuner and out from card to tv.

this is a all in wounder, as I said above

ok...

I was trying to make reference to the instructions that most always come with it more than the card itself...

I have the Leadtek A280td with My Vivo, Supports TV in and out. Have had it all set up for many months and it works like a dream. Can record shows directly from the TV or DVD or Handycam and can playback from the Computer to the TV without any problems. Sounds like you might want to have a look on the manufacturers website and see if there is any further software and drivers that you need. The TV capture part of the card install's numerous drivers in order to enable it to work. Good luck
