StartAllBack3.7.11.4917之后已经不能把语言栏固定于任务栏！

1、用Win10(19045)的input.dll和msutb.dll替换掉Win11(23h2)。
2、在Win11(23h2)上可以完美的将语言栏(使用桌面语言栏)锁定到任务栏。但是之后的StartAllBack版本就不可以了。
3、经过第一点的处理，一直适用到26h1，但是StartAllBack3.7.11.4917并不支持Win11(24h2)之上啊！

希望保留语言栏固定于任务栏的功能！
