hi , blackwingcat fix this error in his hfslip , if you option in your bios to set usb keyboards to legacy not exist then you can create hfslip iso of blackwingcat : http://blog.livedoor.jp/blackwingcat/archives/1823238.html Disable the UAC if you use win vista and later in procedure of creation.

Yeah, you need to fix USB2 for it to work within setup as it is broken. It's either that or use a PCI-E PS/2 expansion card (if your computer supports such dongles) with PS/2 mouse/keyboard to get through setup and then fixing the USB drivers within Device Manager, as noted here: http://windowsenthusiasts1.epizy.com/USB2Issues.html
