For the record, simply deleting or editing the labels for these doesn't seem to work, you just get blank menu items that still have the functionality.

Correct.  I did try that in the past.  If you think of text within a div container within a div menu, I think these context menus are similar.  We should be able to remove the div container without effecting the overall div menu.

For lack of a better way to explain.

copied the user data folder over and all is fine.

I think this will require two browser restarts to fully take effect.

The 155.json and the googleapis entries in chrome.dll "should" have been the only things required to restore "Translate to English".

Not to dwell on it, but I think I should say this. I'm not sure how much of the negativity you mentioned in the old thread was attributed to me (I used the word "god", for sure), but I honestly didn't think someone with your constitution would consider abandoning the project just because I threw in that Brotli black-box issue. I actually chuckled when someone told me they were afraid of that happening. In any case, I'm sorry if I contributed to negative atmosphere and certainly hope you can continue with this fresh start for the benefit of both the members here and the wider XP circle.

after two restarts it now works as previously posted.

Awesome!  I'll post a how-to in one of the <reserved> spaceholders on how folks can convert the "base download" into a "non-ungoogled" and how to restore "Translate to English".

Regarding "Translate to English" -

Official Ungoogled Chromium v86 also disables this feature.

Official Regular Chrome v86 does contain the "Translate to English" feature.

And, unlike 360, respects

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\Software\Policies\Google\Chrome]
"TranslateEnabled"=dword:00000000
