D.Draker
The licence I was supplied with doesn't say any of this . Guessing there was an agreement between Siemens corporation and Microsoft. Anyways , since he's an American citizen (?) , he just can't do it .
Tripredacus
Of course it doesn't. It only says what you can do, which is to use the OS on the computer it came with. You can transfer the license but the OS must be on that same computer. You can make a copy for backup purposes. Anything beyond that is out of scope, which includes modifying the OS to make a new install disk. I can only find the one for US not for France. https://www.microsoft.com/en-us/Useterms/OEM/Windows/10/UseTerms_OEM_Windows_10_English.htm
D.Draker
In France we usually say (don't know how to translate it to make it sound poetic in English) . Something like "it is allowed, if there's no written law about this specific subject".
D.Draker
I do not encourage the Americans to modify their OEM , just to be clear. But since it's a European forum , I think everyone needs to read their licence and the laws of their countries.
