Maybe you have locked BIOS ?

Unlock BIOS in UEFI Shell: asw.efi 0xb52 0x0

I have unlocked:
 

Setup Question	= BIOS Lock
Token	=C42	// Do NOT change this line
Offset	=B52
Width	=01
BIOS Default =[01]Enabled 
Options	=*[00]Disabled	// Move "*" to the desired Option
         [01]Enabled

Because I cant SEE any name of variables and my Bios seems to be a little bit different from your,

a line like asw.efi 0xb52 0x0

may be very dangerous because it writes 0x0 at some unknown place, which may be not Bios Lock.

I disabled Bios Lock in Bios itself, but still gets message about HII not possible, means data are locked

If you have a WriteOnceStatus variable a different size than me, that's why it's better to use RU.EFI and change all values to 7F

Dump your BIOS and send me to check offset for BIOS Lock - my is B52:

Offsets can be found offline in the bios file using ifrextractor.exe - for me offsets same from sceefi.efi and from ifrextractor e.g. Setup Item Hidden:
