It's should be a part of VC redist . Though, I didn't see api-ms-win-core-libraryloader-l1-2-1.dll earlier , only api-ms-win-core-libraryloader-l1-2-0.dll.  You may try to download this dll from a reputable source and place it right beside this programme's executable.

Download one from here https://www.dll-files.com/api-ms-win-core-file-l1-2-1.dll.html that matches your architecture (32 or 64), sometimes it works.

Make sure to run any dll's you download through virustotal.

Edit: Sorry, that is the wrong DLL. Should have checked better, sorry
