In order to start Modern Frame earlier you were required to use AppInit_DLLs registry key and installation program used to question whether you want to apply Aero Glass to modern apps. I don't know how Modern Frame starts up now, perhaps it is no longer a separate project and is included by default in Aero Glass by bigmuscle.
