There are two reasons why you get that place holder image. First is that it is in a typeface or language that your computer or browser cannot render. It doesn't have a character to display so it shows that. In the early days of Firefox, it would show a ? symbol instead.

The other reason why this happens is if you are blocking scripts. Many websites rely on javascript being enabled on one or other domains in order to render the page properly. When they are blocked, these symbols will appear on the "vertices" of the menu function. This is only a more recent thing I've noticed.

Since your picture is showing unknown characters grouped together, as in it looks to be sentences, I'd say it is reason #1. See here for a reference:

http://superuser.com/questions/526680/why-only-some-unicode-characters-are-visible-on-firefox

As for how to properly approach your solution we'd need to know what browser you are using, language/locale of your PC and a URL where this happens.

keyboard locale is HR (croatian)

OS locale is english (US)

browsers don't matter, Opera (old) & Palemoon (FF, latest), both have this screwups, and no I don't block JS

pages... i don't remember, but happens when I run into some ...

and sometimes its not whole sentence in those squarted numbers but mixed with normal letters

first I thought it was some Chineze crap since their symbols are .... fubar

but then I noticed it on some english sites too

is this due to some new fonts that are called from google servers for CSS ?

Find a site/page that gives you this issue and post a link to it, until then what you'll get would be probably random attempts to explain something that is yet "undefined".

Now see, you said browsers don't matter. As a matter of testing, it does. If you can provide some browser versions, others might be able to see. And give some link examples so we can go there and see what could be the problem.
